The above committee meeting, with hearings on Agricultural Funds and Grants, was an Ad-hoc Committee deliberately set up to unravel scams and fraud in the agricultural sector of the national economy. The meeting was held at Room 231, House of Representatives New Building, on 27th January 2026.
The necessary stakeholders who attended the session included the Central Bank of Nigeria (CBN), represented by the Director, Mr. Francis Usani; the Special Adviser on Regulatory Compliance to the EFCC; and a representative of the Auditor-General of the Federation.
The committee, being focus-driven and zealous in diligently performing its duties, proved that it was not going to be business as usual, as only 3 out of 6 stakeholders appeared for the screening.
The stakeholders were placed on oath, indicating that they were expected to be truthful or be held accountable for falsehoods. The CBN was reminded of the oath taken, as its presentation appeared fraudulent and misleading to the committee. This was put on record for correction, re-examination, and proper re-presentation.
However, the CBN representative noted that they are human and bound to make mistakes, and promised to submit the required breakdown of programme beneficiaries, proof of refunds, dates of repayment, and evidence of repayments, as duly expected by the committee.
Rt. Hon. Inuwa Garba, one of the serious-minded committee members, insisted that stakeholders must respect the Presidency, which appointed the executive officers. He emphasized that failure to comply with presidential directives was unacceptable.
Consequently, the committee resolved to formally write and request the Auditor-General of the Federation and the CBN to be present at the next meeting. This motion was moved and duly seconded.
Members who meaningfully contributed included Rt. Hon. Inuwa Garba, Rt. Hon. Bello I. Ambarura, who moved for the adjournment of the meeting (seconded by Abubakar Ahmad Mohammed and Rt. Hon. Dr. Sekan Dzua Iyortyom). Others included Rt. Hon. Barr. Sunday Cyriacus Umeha, the committee’s Deputy Chairman, and the Chairman, Hon. Jamo Aminu.
After the day’s meeting, the Chairman held a brief media interaction, including Hausa translation, with National Assembly independent print and online media. The highlight of the interview emphasized that the committee was not focused on witch-hunting anyone, but rather on finding a way forward to address the anomalies and proffer possible solutions for the Nigerian agricultural sector, in the interest of accountability.
The Chairman solicited cooperation from both committee members and stakeholders for the success of the assignment.
The committee continued its activities on 28th January 2026, when NEXIM Bank and Agric Bank took an oath against false presentation of documents, pledging credibility and honesty in their reports covering activities from 2015 to September 2025.
It is on record that the yearning of Nigerians is that investment in agriculture has yielded little or no return, and this concern forms part of the terms of reference of the Ad-hoc Committee.
For Agric Bank, a discrepancy was discovered between ₦110 billion allocated to the bank and ₦91 billion accounted for. The bank was given ten days to clarify the difference.
NEXIM Bank was also given the same ten-day ultimatum to resolve discrepancies arising from its presentation before the Ad-hoc Committee.
